In its analysis, the book focuses on the evolution of the economic relations of the regular armies, the way in which military institutions have adapted to political and economic changes, and the phenomenon of armed organizations.

This study adopts a comparative approach to investigate the impact of the reciprocal fears of internal and external parties on the stances of key actors during the 2011 transitions. Apparently, the uncertainty that accompanies any democratic elections has not been a local factor in the Arab cases because regional and international forces have an interest in hindering democracy, being a potential threat to the status quo. The study examines four interrelated problems related to external factors. It concludes that the external factors that have hindered democracy in non-Arab cases were not inevitable because addressing them seems to have been related to changes in the international system and the emergence of domestic democratic blocs that are able to exert pressure on external forces and get them to change their positions.

By making use of the data provided by the Arab Opinion Index during the periods 20172018- and 20192020-, a survey implemented by the Arab Center for Research and Policy Studies in 13 Arab countries, this paper deals with Arab public opinion towards Iran in two periods – before and after 2011 – based on an analysis of survey respondents' views of Iranian foreign policy, as conveyed in their answers. It answers a set of sub-questions: How has Iran's involvement in Syria and Yemen affected its image in the Arab world? Is Iran seen as a threat in the Arab world? Did Iran's policy towards Palestine contribute to improving its image in the Arab world? Are sectarian goals seen to be driving Iran's foreign policy towards the Arab world?

This paper presents an overview of evolving trends in Egyptian public opinion towards a host of security-related and political issues during the period between January 2011 and the 2018 presidential elections.

Despite the state attracting considerable attention as a topic of study from Arab thinkers and intellectuals since the 19th century, the study of individual-level orientations toward the state using survey data has remained relatively marginal, both in English and in Arabic scholarship. Indeed, we still do not know much about Arab citizens' positions toward many of the debates that have long been present in Arab intellectual circles regarding the ontological nature of the so-called "Arab state" and the preferable ideological form it should take. This study seeks to fill this gap by focusing on the post-2011 period. It analyses how Arab citizens understand the state, the extent to which they distinguish it from the ruling regime, their orientations toward the ideological debate around the unified Arab state versus the nation-state, as well as around the religious Islamist state versus the civil state. It also examines the individual-level determinants of these orientations.

According to the World Bank indicators, the Maghreb youth unemployment rate is among the highest in the world. After the Arab Spring uprisings (2011), the youth aspirations and expectations clashed with the economic difficulties and political reality in the Maghreb countries, which are unable to provide employment opportunities and efficient solutions to youth major problems. In the light of this situation, we analyzed (using quantitative methods) the satisfaction degree of young people under the effect of economic challenges and political transformations in the Maghreb region. It is clear from the results that the Maghreb youth adhere more to the economic priority, despite other priorities related to administrative corruption, the lack of public services, the fight against terrorism and insecurity. The second conclusion is that the youth economic expectations create a kind of homogeneity in this region. In all the observed countries, most young people consider the economy as the first priority, as well as the entire population.

The paper investigates and analyzes the regional and international interactions with the conflict in Libya, focusing on the period following the December 2015 political agreement in Skhirat, Morocco. The paper argues that this agreement is the result of a limited consensus among domestic and regional forces. These forces have moulded their foreign policies, over the course of the conflict, based on a balance between concerns over the political and economic effects of the Libyan democratic transition and their interests and ambitions for greater control and influence. The conflict of interests between the external forces was a substantial factor along with other internal determinants that have contributed to obstructing the democratic transition process. Therefore, this paper explores a series of research questions, mainly focusing on the role and behavior of the influential external forces in Libya's domestic politics.

Since the time of President Thomas Jefferson, and on through the presidents of the 20th century, the United States has talked about itself as the propagator, protector, and defender of democracy around the world. Yet America has never showed any qualms of forming military and political alliances with authoritarian regimes in Latin America, Europe, Asia, and Africa. The US justifies these international alliances on the basis that “not all dictatorships in the world are enemies of the United States, but all the United States’ enemies are dictatorships.” The US therefore adopted a two-track diplomacy: while working to spread democracy (directly or by means of international organizations and NGOs) the US has no issue in supporting autocratic governments when its interests are involved. How did US policy apply to the democratic transformation in the former Eastern bloc states in Europe on the eve of the collapse of the Berlin Wall in 1989 and subsequently, when American values and interests went hand in hand, and how did it then apply to the Arab Spring of 2011, when US values and interests were congruent in some cases and out of sync in others, according to the situation in each country and its strategic importance from America’s perspective? What are the results of these policies and what differences emerge from such a comparison of the Arab and East Europe cases.

This report highlights some of the major milestones of the Arab democratic transition. The countries covered include Tunisia, Egypt, Libya and Yemen.
