Events in Mosul, which was captured by ISIL on June 9, 2014, cannot be viewed in isolation from the severe political crisis afflicting the post 2003 Iraqi political regime. Generally speaking, radical groups cannot be separated from the political environment that fostered them. They are the product of a structurally imbalanced political situation. The growth of such groups in Iraq, from Al Qaeda to ISIL, provides a textbook lesson of this. They are the expression of an imbalance political situation, even if they develop and assume an independence from the political context that gave birth to them. They grow, develop, and draw oxygen from these imbalances and from sharp political and social divisions. Hence, it is not possible to defend the idea that these groups have autonomous power, rather their power derives from the acceptance of their social incubator in a political context that this incubator allows to play a role in correcting the balances of power, as a tool or revenge, pressure, influence, or the like.

Rights groups and social movements in Egypt, including the April 6 Youth Movement developed the Transitional Justice Law based on previous experiences worldwide such as the South African one. Tunisia, which was the starting point of the Arab revolutions, beat Egypt to it by cooperating with the Ministry of Justice in South Africa. In 2003, Morocco established the Equity and Reconciliation Commission to look into human rights abuses from 1956-1999. This paper discusses the possibility of implementing the notion of transitional justice in Egypt and tries to use an approach that puts the national reconciliation and transitional justice mechanisms in their wider framework, i.e. democratic transition and institutional reform based on negotiations with political forces. The paper explores the philosophy of transitional justice, the organizational qualities that contribute to its success and the conditions that help overcome any arising challenges or possible resistance.

A chemical weapons attack by the Syrian regime on August 21, 2013, led to a massacre of civilians in the towns of East Ghouta and West Ghouta on the outskirts of Damascus and marked a turning point in the Syrian conflict. US President Barack Obama had previously undertaken to respond militarily if such an attack took place, provided that Congress would support such a decision. Such a direct US military intervention remained likely despite opposition among the American public and within Congress itself, up to and until a Russian proposal, quickly accepted by the Assad regime in Damascus, which would place all of Syria’s chemical weapons under international supervision before they were destroyed by Moscow. This paper examines how the Obama White House dealt with the use of chemical weapons by the Syrian regime. The paper also deals with declining international interest in a diplomatic resolution to the Syrian crisis, with the world community now shifting its focus from punishing the Assad regime to accepting the destruction of those weapons.

This study discusses successive Palestinian governments and provides a reading of their features, focusing on the 15th, 16th and 17th governments, five years after Rami Hamdallah became prime minister. The first section examines the emergence and development of governments since 1994. The second section gives an overview of the three cabinets in question and their agendas while the third section examines the failures of these governments and the impact of that failure on the Palestinian political scene. The final section examines the traditional operating assumptions of the political system. The study argues that the origin of the problem lies in the political system that has emerged since 1994 which restricts the operations of Palestinian governments, and that the formation of "technocratic" cabinets has only exacerbated the Palestinian political crisis.
