Book Title: The Question of the Syrian Kurds: Fact, History, Myth [Arabic]

A convergence of interests between the Houthi militia and former Yemeni president Ali Abdullah Saleh have served to undermine the National Dialogue for the country, which had earlier formed an implementation mechanism for the GCC Initiative. Previously, the aims of that Dialogue were intended to further the cause of a federalist, democratic state which decentralized power. This would have changed the status quo, in which power was concentrated in what Yemenis call the “Holy Center”, a tribalist-sectarian concentration of political and financial power which been in place for a millennium and which survived into the reborn, unified and modern-day Yemen of 1994.

It is not easy to talk about the future of the Houthi movement given the current circumstances in Yemen. The facts on the ground are changing rapidly, making it difficult to predict the course of events and the future of the actors. Making things more difficult is the complexity of the landscape, the opposing agendas of internal and external actors, and the nature of the Houthi movement itself, which has mysterious objectives and organizational structure as well as limited experience and secret internal and external alliances. Accordingly, what can be said about the future of the Houthi movement cannot go much beyond theoretical opinions, whose conclusions could change as a result of events that are not taken into account. Therefore, this paper will develop scenarios that could benefit future studies where the level of certainty is very low. This approach gives us the ability to forecast the future with a high level of coherence within the prevailing conditions, despite some apparent contradictions.

This study raises several pressing questions: Was the fall of the Salvation Regime in Sudan the result of an internal initiative or the opposition coalition, or both? To what extent did external dynamics influence the overthrow of regime and the transition to democracy? Is the post-Salvation regime likely to follow a democratic trajectory, or will it turn into another authoritarian regime? The study concludes that it is likely that the agreed goal between the international powers and their authoritarian partners in the region is to move Sudan to a "hybrid" system, where the elements of the old authoritarian regime remain in power, while maintaining a minimum level of democracy. In addition, the ruling military-civilian coalition will find support from the United States and the European Union (and their regional allies), enabling it to dismantle the institutions of the former regime, accommodate a number of armed movements in the political process, and gradually integrate into the international (security and economic) system. Meanwhile, domestically, the transitional government will face challenges that may not only lead to the collapse of the transitional process, but also to the collapse of the Sudanese state itself.

This study explores the trajectory of state disintegration in Sudan from 1821 to 2025, starting from a central question: does the April 2023 war constitute a revealing variable that exposes a process of structural disintegration whose foundations accumulated over time? Or is it an explanatory variable that, in itself, drives the deepening of this disintegration? Drawing on a historical sociology approach, the study analyzes the interaction of five main variables addressed in the literature on state disintegration: war, elite conflict, geostrategic intervention, erosion of legitimacy, and the pressures of globalization. The study shows that successive wars and resource depletion, along with ethnic/regional elite divisions and international competition over the Red Sea, have undermined the state’s monopoly over the legitimate means of violence, leading to a hybrid pattern of disintegration in which the center retains international recognition while power is effectively distributed among local armed networks. The study concludes that existing models of state disintegration explain important aspects of the Sudanese experience, but require further development to accommodate forms of multiple sovereignties and managed disintegration

Sponsored by the “Safer World” foundation, based in the United Kingdom, this meeting held at the Shanghai Institute for International Studies examined possibilities for the spreading of peace and stability across conflict hotspots around the globe.

The rise of the Islamic State of Iraq and the Levant (ISIL), and its capture of vast territories in the Fertile Crescent, has confounded the political calculations of a number of all major political players invested in the Arab region, including regional and global powers. With the failure of regional actors to contain the group, the United States was forced to backtrack on its military withdrawal from the region—when it pulled its troops out of Iraq—and become involved, anew, in the Middle East.

External influence has played a central role in the Yemeni conflict. Powers seeking to extend power and establish dominance have manipulated Yemen’s diversity as a way to gain influence. Other powers seem to be using Yemen as a way to step into regional power vacuums. At the same time, diplomatic activity has been used as a way to maintain interests and sustain polar uniqueness. Each of these areas of influence are key to understanding the current conflict and for determining a path ahead. This paper examines these avenues and specifically looks at key developments leading up to the current conflict. These include the six wars waged by Ali Abdullah Saleh against the Houthis, the political game shifts in Yemen, the weakening of the state and other factors that led to the take-over Yemen’s capital city of Sanaa.

The parliamentary experience in Morocco continues to excite the interest of politicians, researchers, academics, and those working in the press and media. This importance is heightened with the experience of the sixth parliament (1997-2002), which followed the adoption of the 1996 constitution, and which witnessed a decisive historical landmark in the form of two prominent events: the first peaceful transition of power in Morocco, and the transfer of rule from the late King Hassan II, who died on July 23, 1999, to King Mohamed VI. This experience made King Mohamed VI keen on historical continuity and the approach of the bicameral system (representative and consultative), and the rotation of power. The importance of this study derives from the relative paucity of relevant studies, and its attempt to understand this experience. This requires examining the constitutional amendments, the legislative elections and what accompanied them, as well as the outputs and successes of the practice of the parliamentary process.

This paper applies the categorization of welfare state systems set out by Esping-Andersen in 1990 to the welfare state in Egypt. It analyzes the relationships between state, market, and society over the 10 years from 1995 to 2005, which were marked by a shift to a market economy and a confrontation with the historical legacy of the state’s social role. The best description for the current welfare state in Egypt is “conservative/unorganized” in that social security entitlements are limited to work in the formal sector, which makes the family, religious institutions, and patronage networks take on important roles in meeting the social needs of the large informal sector. Additionally, the study proposes some modifications to the Esping-Andersen categorization with the aim of understanding welfare programs in developing countries. When analyzing welfare systems in general, particularly in the developing countries, it is necessary to take into account methodologically aspects of mismanagement, considerations of quality, the gap between stated aims and their implementation, the disparity resulting from differences between countryside and city and between the sexes, and the role of the informal sector.
