The study takes up the topic of the evolution of Hamas' military action from the foundation of the Izz al-Din al-Qassam Brigades between 1987 and 1992, the movement's military wing, and beyond, drawing upon memoirs and testimonies of the movement's political and military leaders in Palestine and on available data regarding military confrontations with the Israeli occupation. The study starts from the assumption that the evolution of Hamas's military action as an active "agent" in the region differs across the different stages of the Palestinian-Israeli conflict on the one hand, and with the development of the movement's political thought and relations with regional and international systems on the other. These stages have been formational of the movement's variable identity, one that has led it to defining its regional interest and role on the basis of military strength. It transformed into a "semi-classical" army in Gaza specifically, after having been a movement of modestly equipped and armed groupings, as it continues to be to this day in the West Bank. This study attempts to monitor this evolution across the successive confrontations with the Israeli occupation in the wars of 2008, 2012 and 2014.

The 2016 Arab Opinion Index is the fifth in a series of yearly public opinion surveys across the Arab world. The first survey was conducted in 2011, with following surveys in 2012/2013 and 2014. The 2016 Arab Opinion Index is based on face-to-face interviews conducted with 18,310 individual respondents in 12 separate Arab countries: Saudi Arabia, Kuwait, Iraq, Jordan, Palestine, Lebanon, Egypt, Sudan, Tunisia, Algeria, Morocco and Mauritania. Sampling followed a randomized, stratified, multi-stage, self-weighted clustered approach, giving an overall margin of error between +/- 2 % and 3% for the individual country samples. The overall samples guarantee probability-proportional-to-size (PPS), ensuring fairness in the representation of various population segments. With an aggregate sample size of 18,310 respondents (50% of whom were men and 50% women). The Arab Opinion Index remains the largest public opinion survey covering the Middle East and North Africa. The fieldwork was carried out by an overall team of 840 individuals (half of whom were women), who conducted 45,000 hours of face-to-face interviews, covering a total of 760,000 kilometers across the population clusters sampled.

This article poses the question of reform of the security sector in the period of Arab democratic transition by looking at the terms of reference for reform, the intersection between security policies and the political regime, and the enabling factors for security reform within an Arab context. The fundamental question facing Arab states concerns how to couple security and freedom and security and rights and justice. That is, how can the security agencies carry out their job without impinging on fundamental individual rights and freedoms? How can the state guarantee security and defend liberties at the same time? The article takes the view that security sector reform is part of the political transition process in Arab countries. Because the security establishment was a means to strengthen the regime and endorse its authoritarianism, any democratic transition aspiring to overcome the elements of the crisis must take into account the need to review the security sector.

What is the effect of religiosity on public opinion? Islamist religiosity in particular has been linked to a variety of outcomes, including authoritarianism and violence. Nevertheless, many scholars have countered that there is in fact no relationship between religiosity in the Arab world and adverse political outcomes. Thus the debate remains unresolved to some degree. To adjudicate this debate, we use the Arab Opinion Index's 2016 data to examine the effect of individual religiosity on public opinion and political behavior. We find that there is no link between increased religiosity and negative views of democracy; in fact, the opposite is the case. There is also no link between religiosity and political participation. Finally, there is a positive correlation between religiosity and political tolerance.

European Jihadism has evolved since it first appeared in the 1990s. In many European countries, at the outset, it tended to be restricted to the "disaffected youth! from the poor suburbs (France) or poor inner city areas (UK), but it rapidly spread to the middle classes, whether Muslims or converts. In 2013, with the civil war in Syria, Jihadism underwent major changes. Before that it was restricted to a few hundred people, but it has now risen to several thousand. At the same time, adolescents have become numerous and the number of girls and converts has sharply increased. The aim of the article is to propose an understanding of the mindset of these new social actors in the light of the internal conditions of European societies.

The Iranian nuclear agreement with the P5+1 countries raised speculations and questions that perhaps outnumber and outweigh those that accompanied the public and secret negotiations in the past phase. This is because Iran’s nuclear situation has become even more complex and ambiguous in terms of Iran’s relations with the Western states as well as with its neighbors in the Arab world, specifically the Gulf. The agreement carries regional and international significance on the political and economic levels, among others. This paper discusses the agreement and explores its various consequences on Iran, the region and the world.

Events in Mosul, which was captured by ISIL on June 9, 2014, cannot be viewed in isolation from the severe political crisis afflicting the post 2003 Iraqi political regime. Generally speaking, radical groups cannot be separated from the political environment that fostered them. They are the product of a structurally imbalanced political situation. The growth of such groups in Iraq, from Al Qaeda to ISIL, provides a textbook lesson of this. They are the expression of an imbalance political situation, even if they develop and assume an independence from the political context that gave birth to them. They grow, develop, and draw oxygen from these imbalances and from sharp political and social divisions. Hence, it is not possible to defend the idea that these groups have autonomous power, rather their power derives from the acceptance of their social incubator in a political context that this incubator allows to play a role in correcting the balances of power, as a tool or revenge, pressure, influence, or the like.
