​This report highlights some of the major milestones of the Arab democratic transition. The countries covered include Tunisia, Egypt, Libya and Yemen.

The purpose of this paper is to document Qatar's recent contribution of humanitarian aid to the Palestinians. We consider Qatar as an example of a mini state that relies on its wealth and soft power to further its interests in the Middle East and support a beleaguered Arab-Muslim state. The paper carries out analysis of Arabic newspapers and other documentary evidence to contextualize and estimate Qatar's financial contribution from 2010 to 2016. Contextualizing Qatar's aid necessitates considering Israel's military control of the Palestinian Territories, and its ability through hard power to regulate the inflow of aid to Palestine. The paper concludes by calling for adopting the political economy perspective in dealing with humanitarian aid.

This paper compares the results of the Fragile States Index issued by the Fund for Peace, a charitable organization, with indicators established in the Arab Opinion Index, an annual survey undertaken by the Arab Center for Research and Policy Studies in a number of Arab countries. These indicators reflect the assessments provided by Arab respondents of economic, social and political issues and what their views mean in light of the specific country contexts. The paper also examines whether citizens' views can be relied upon as indicators of the vulnerability of the state and the extent to which the indicators of state vulnerability are accurate by comparing them with the opinions of citizens in different areas. In this context, based on the Arab Index survey, the paper relied on nine indicators out of 12 adopted by the Fragile States Index in order to interpret economic, social and political opinions expressed by respondents.

This text presents public opinion trends towards a set of public policies in Arab countries, using Arab Index data. This text focuses on citizens' evaluations of their governments, due to the importance of this evaluation itself, in addition to what it reflects about the trends in the nature of the relationship between the citizen and the state in the Arab countries. This assumption is tested through a wide range of questions that measure the level of confidence in the three state authorities, the extent of confidence in the basic executive bodies, and the use a set of detailed indicators that address the evaluation of the performance of the legislative councils in carrying out their roles and the performance of governments in providing basic services. The text uses the two indicators of the priorities of Arab citizens and the priorities of spending in the state budget from the point of view of public opinion, and the evaluation of government performance.

This paper seeks to ascertain the extent of positive Arab public attitudes—or lack thereof—towards the Arab popular revolutions, after more than a year since the revolutions first broke out. The results show an overall positive attitude towards the Arab revolutions among the Arab public. When asked to provide reasons for their positive disposition towards the revolutions, respondents spoke of an "Arab Awakening" which laid the foundations for democratic governance in the Arab region by restoring the democratic rights of Arab citizens. Opposition to the Arab revolutions and their impacts accounted for only 25% of Arab public opinion. A majority of respondents who disapproved of the Arab revolutions blamed the failure of these popular movements to achieve their aims, as well as the resulting economic and political instability. In addition to broad overall support for the Arab revolutions, the Arab public credits the recent revolutions with improved treatment of the public by the police and other government officials in the Arab region.

​A one-day academic symposium hosted by the Arab Center for Research and Policy Studies will bring together experts from Russia, the Arab world and the region to examine Moscow’s latest military intervention in Syria, on Saturday, October 24, 2015. While Russia’s decision to intervene directly in the conflict in Syria comes as the culmination of more than four years of diplomatic and military support for the Assad regime, the move by the Kremlin to deploy its military forces has come as a surprise to many observers, becoming a turning point not only in the militarized revolution within Syria, but also in the broader Middle East and indeed in a larger global arena. To better study the circumstances which gave rise to the Russian maneuver and the outcomes likely to result from it, the Arab Center for Research and Policy Studies will convene “Russian Military Intervention in Syria: Motives, Objectives and Repercussions”. In the highly volatile climate which the Middle East is presently witnessing, selected participants at the meeting will be asked to examine the fallout of Russia’s actions on the future stability of the region.

Discussions regarding the relative success of Tunisia's democratic transition, argues Ladrissi, remain premature. His paper examines the extent to which particular Tunisian specificities could explain the relative success of Tunisia to date when compared to other Arab Spring states: the role of women in society; the legacy of founding president Bourguiba; and the role of Tunisian civil society. The paper asks if Tunisia will ultimately succeed in sowing the seeds of a permanent and lasting democracy. It sets out from the assumption that a functioning democratic system is predicated on three main factors: political dialogue; social homogeneity; and an organic state. Later, the author moves on to examine three distinct, if seemingly interdependent, aspects of transitional justice: the political responsibility of the previous political leadership; the criminal liability of those leaders for violations of human rights; and responsibility in questions of bribery and corruption. Finally, the paper summarizes three major threats to the Tunisian democratic experiment: the country's economic crisis, the weakening of the Tunisian state and terrorism.

​Qatari foreign policy presents a challenge for students of international relations. Whereas major theories within the field tend to privilege structural factors in explaining the action of states, and particularly small states, in the case of Qatar, the quality of leadership and the strategies that leadership employs to navigate through the structural constraints—primarily geography—are equally important. One of the main findings of this paper is that the strategies adopted by the Qatari elite since 1995 did alleviate many of the structural constraints which the country would otherwise have faced. Moreover, during the short-lived Arab Spring of 2011-2013, Qatar tried to reshape the political landscape in the Middle East to its favor, challenging the two regional hegemons Saudi Arabia and Iran, in Egypt and Syria respectively. Yet, the paper concludes, geopolitical factors and the relative capabilities of states remain instrumental in assuring a state’s sustained capacity to continue playing a key role. This is particularly true in a region where elite thinking continues to be defined by realpolitik.
