This paper elucidates Arab public opinion towards the international aerial campaign against ISIL (the “Islamic State in Iraq and the Levant”) in Iraq and Syria, based on the findings of a dedicated opinion survey. The survey included representative, randomized samples in seven countries: Tunisia, Egypt, Palestine, Jordan, Saudi Arabia and Lebanon, in addition to communities of Syrian refugees in three host countries (Lebanon, Jordan and Turkey). Respondents were asked the extent of their support for the aims of the international campaign as well as the conduct of the airstrikes. Survey questions also take in respondents’ views on a number of related issues. The findings show that the vast majority of Arabs are firmly opposed to ISIL, with only 11% of respondents expressing views which are positive, to varying extents, towards the group.

Despite the state attracting considerable attention as a topic of study from Arab thinkers and intellectuals since the 19th century, the study of individual-level orientations toward the state using survey data has remained relatively marginal, both in English and in Arabic scholarship. Indeed, we still do not know much about Arab citizens' positions toward many of the debates that have long been present in Arab intellectual circles regarding the ontological nature of the so-called "Arab state" and the preferable ideological form it should take. This study seeks to fill this gap by focusing on the post-2011 period. It analyses how Arab citizens understand the state, the extent to which they distinguish it from the ruling regime, their orientations toward the ideological debate around the unified Arab state versus the nation-state, as well as around the religious Islamist state versus the civil state. It also examines the individual-level determinants of these orientations.

The major turning points of the Syrian revolution, beginning with the earliest public demonstrations on March 15, 2011, are here examined. The author revisits speeches made by President Bashar Al Assad in the early days of the uprising, in which he was quoted as discounting the likelihood of a revolution affecting Syria the way it did other Arab countries on the grounds that his government’s policies were in line with public sentiment. The paper then revisits the regime’s excessively violent repression of the first peaceful protests, which led to the militarization of the revolution. The author holds the international community, including the Arab League and the United Nations culpable for ensuing large scale slaughter of Syrian civilians, standing idly by even as it became apparent that Assad was mercilessly killing his own people. Meanwhile, Syria has become the site for a number of world and regional powers—including the United States, the United Kingdom, France Turkey, Saudi Arabia, Qatar, China, Iran and Russia—to advance their fundamentally incompatible policies. As a consequence of these competing foreign interventions, the author contends that the return of normalcy in Syria will be impossible for the foreseeable future.

Since the publication of Horowitz's Ethnic Groups in Conflict, comparative political scientists have increasingly converged on their classification of ethnic identities. But there is no agreement on the definition that justifies this classification— and the definitions that individual scholars propose do not match their classifications. I propose a definition that captures the conventional classification of ethnic identities in comparative political science to a greater degree than the alternatives. According to this definition, ethnic identities are a subset of identity categories in which membership is determined by attributes associated with, or believed to be associated with, descent (described here simply as descent-based attributes). I argue, on the basis of this definition, that ethnicity either does not matter or has not been shown to matter in explaining most outcomes to which it has been causally linked by comparative political scientists. These outcomes include violence, democratic stability, and patronage.

What is the effect of religiosity on public opinion? Islamist religiosity in particular has been linked to a variety of outcomes, including authoritarianism and violence. Nevertheless, many scholars have countered that there is in fact no relationship between religiosity in the Arab world and adverse political outcomes. Thus the debate remains unresolved to some degree. To adjudicate this debate, we use the Arab Opinion Index's 2016 data to examine the effect of individual religiosity on public opinion and political behavior. We find that there is no link between increased religiosity and negative views of democracy; in fact, the opposite is the case. There is also no link between religiosity and political participation. Finally, there is a positive correlation between religiosity and political tolerance.

The literature on state capacity is often at odds with what constitutes state capacity, how to operationalize it, and how to measure it. Nevertheless, it is important for us to attempt this endeavor given the importance of state capacity, and its effect on a number of political and social dynamics. With the proliferation of quality surveys in the Arab world in recent years, we also have an unprecedented opportunity to examine state capacity in a new light, according to citizen perceptions in addition to material measures. Thus, in this paper I will examine variations of state capacity measurements using the Arab Opinion Index data. I will provide evidence to show that many political phenomena can only be understood if the conditions surrounding state capacity are accounted for.

This paper discusses international competition in Latin America between the United States, Russia, and China. Whilst the United States aims to maintain its traditional influence in the region based on the Monroe Doctrine of 1823, which made Latin America a zone of exclusive influence for the US due to its geographic and economic significance. Russia and China instead seek to challenge this influence, on the one hand in the face of American expansionism in their respective vicinities, and on the other to bring about a multipolar global order. Moreover, the region is of economic importance to those states. The study arrives at the basic conclusion that the US still has the greatest military and economic presence in Latin America, but Russia and China have managed to penetrate the region by establishing military relations with anti-US regimes, most prominently Venezuela, Cuba, and Nicaragua. Moreover, China has become an important trade partner to countries such as Brazil and Argentina, surpassed the US in trade volume with these states.
