The pattern of authoritarianism in Arab states has popularized the view that elections are a mere formality with no real political weight and are thus unworthy of study. Therefore, the field of electoral studies, in Arabic, has not received enough attention, despite being one of the most important thematic branches in contemporary political science. This paper defends the importance of exploring this field in Arabic, and employing approaches advanced by social sciences. It briefly presents the historical development of elections in the region since the 19 th century, which shows that elections are not a political act alien to the region, rather a well-established practice in several Arab contexts, if not always an expression of democratic rule. It introduces questions raised by contemporary Arab elections, which require answers that go beyond the standard descriptive and legal approaches that have dominated research on the matter so far. The presentation demonstrates the potential of structural approaches to provide analytical theoretical frameworks for understanding voter turnout and participation in the Arab context.

On April 30, 2014 the first Iraqi parliamentary elections since the American withdrawal in 2011 were held. These were the third elections since the US occupation of Iraq in 2003, and had special importance because of the impact they will have in determining the structure of the political system in Iraq with its future implications for the Iraqi state. The alliances of the political forces competing in the elections will also have a major impact on society, positive or negative, given that they come after the popular uprising in Anbar and the sharp increase in the conflict between the Iraqi army and ISIL. This paper tries to explain the dimensions of the political conflict in Iraq by means of the results of the 2014 parliamentary election and a comparison with previous elections. It explains the circumstances in which the elections were held, the nature of the electoral blocs, the results, and the possibilities for forming a government.

The fall of Mosul on June 10, 2014 following the assault by armed factions, with ISIL at the forefront, represented a major point of transformation for the political scene in Iraq, particularly following the withdrawal of the Iraqi military and police, and the succession of cities in northern and western Iraq that fell to ISIL. This paper looks at the accelerating developments in the Iraqi crisis since 2014. It tries to understand and describe the event, and presents two current narratives: the first is that ISIL is the only actor responsible for the planning and implementation of what happened and is happening; and the second observes the revival of the Sunni opposition movements in the context of the Anbar uprising against the Iraqi government. The paper reviews the positions of the forces active internally: the Iraqi government and its allies, the armed factions and their allies, and the Iraqi political forces participating in the political process, and externally in the region and on the global scene.

Consociationalism is a system of government recommended for ‘divided societies’. Starting with a discussion of its theoretical components and criticisms it has received, this article addresses how consociationalism has been implemented in in post - 2003 Iraq. The article asks whether the Iraqi constitution and institutions formed by it represented a successful case of consociationalism. Key consociational mechanisms such as an electoral system based on proportional representation, governments based on big multi - party coalitions and a federal and decentralized governance were adopted. However, this model was not entirely consociational as some practices that are common in the majoritarian government have also been used. In fact, divisions between majoritarian and consociational perspectives have polarized, and sometimes paralyzed, the political process. In light of this, the article discusses the sustainability of the current model and its likely future trajectories.

This article deals with the post-2003 consociationalist experiment in Iraq. It examines the reasons why this experiment has failed in producing a reasonably coherent governing formula. It argues that, because of their emphasis on identity politics and not on making mutual concessions in the interest of serious statebuilding, the main players in this experiment (Shia, Sunni and Kurdish political elites) failed to appreciate the complexity of the consociationalist arrangement, let alone use it for public interest. The article focuses on the central role that the Shia Islamist parties played in making this failure happen, highlighting, as reasons, their insistence on an essentially sectarian rhetoric and their attempt to enforce it as a national identity. The article finally proposes a different rhetoric that can accommodate Iraq's ethnic and religious diversity.

Given the unrest boiling in the region, this paper considers the possibility of partitioning the countries of the Levant. Given the state of affairs and current political indicators in Syria and Iraq, which suggest the Kurds have started to regain their national unity and awareness, the group is now the only faction in the Levant fighting on nationalist or ethnic bases. What makes it easier for them to establish a viable Kurdish entity, at the local level, is the fact that they have huge economic, political, human, and military potential. This paper examines local and international contexts and obstacles to the establishment of a Kurdish state. It also argues that it will be unlikely, meanwhile, that sectarian entities could be created in Syria and Iraq given current local and international circumstances. Indeed, sectarian tension is nothing more than social tension that is the result of imbalance in the distribution of wealth and power, and the result of political authoritarianism. Therefore, the warring groups are not part of the framework of separatist tendencies; though they are liable to turn into sectarian nationalisms due to foreign intervention and agendas.

The study criticizes the general framework that has governed the broader current of the researchers in civil-military relations, their method of thinking about the military institution since the inception of the field, the paper presents the theoretical and practical gaps in that literature, in particular the researchers of "Coup-Proofing". The study shows the weakness of the explanatory capabilities of the field in extrapolating and analyzing the historical era that the research seeks to reveal its theoretical and historical ambiguities, which is the phase of political pluralism in Syria between 1954-1958, which the researchers viewed as a democratic phase. The paper examines why did the army step down from the presidency and allowed civil forces to engage in political action at the time, in spite of that phase is in the midst of two series of coups. The paper is based on a basic premise that the army as a military institution do represent wings, sectors, units, brigades, and power relations, before it is an expression of any other social segments, which is in contrast to what the literature says in examining the sociological backgrounds of the officers.

The study concerns the armed Shiism in Iraq and its most prominent embodiment, the Mahdi Army (MA). It deals with the relationship between the MA and the Sadrist movement, as a case og the relationship between political organizations and their armed wings. It explores the specificity of this relationship, whereby the MA arose within the Najaf Shiite's Hawza . Hence, the MA was not a typical armed wing, but was more like a general beacon of mobilization for the Shiite community in Iraq. MA was the first organizational step for the movement as much as its presence as the armed wing remained an essential pillar, controlling and determining the development of the movement. The study argues that the debate over the extent of armed action led to a struggle over the identity of the movement, between two wings: remaining an armed organization, or turning to political action. Therefore, the leadership's efforts to control MA were intersects with the political struggle between its wings.

The referendum on the new Moroccan constitution in July 2011, which varied readings and perspectives around it, between supporters of the methodology and implications brought as necessary step towards democracy.

The Arab Opinion Index (2019/ 2020) offers interesting data on public opinion about political regimes. Our study used Principal Component Analysis to evaluate the public opinion trends toward the suitability of some political regimes for Arab countries. It is clear from the the first conclusion that the Arab citizen adheres to the democratic priority, despite other priorities related to religious and security concerns. However, it seems that the political elite did not give much importance to this priority; this is why the Arab countries experienced a series of failures in the democratic process. The second conclusion is that some countries share similarities, which differ from other groups of Arab societies. Our method helps to better understand the factors and components behind the differences or similarities between Arab countries.
