Rights to equality and non-discrimination in international law form the core of this paper. It begins with a preliminary study of the legal codes including the historical development of these principals in international and regional legal human rights instruments. It looks at the question of segregation, exclusion, derogation, and preference as elements that make up discrimination. It relates this to the standards of differentiation between legitimate discrimination and unlawful or prohibited discrimination. It goes on to present international standards that identify the meaning of equality and non-discrimination, and investigates the basis of prohibited discrimination in particular among the groups that are subject to it. Applying this context to Arab countries, the paper examines the need for a modern law on equality and non-discrimination that could be better enforced than current legal frameworks.

This paper will examine the situation which can be described as the “Blockade of Qatar”, and particularly the legal ramifications of this blockade and the avenues of action available through international law channels and intra-state apparatus. The paper is premised on the argument that the deliberate, multilateral actions taken by Saudi Arabia, the United Arab Emirates, Bahrain and Egypt against Qatar are not only punitive, but also represent a violation of the principles of international law and of the foundations for the relations between states in times of crisis. Given the use of force to enforce the blockade, the political and economic boycott of Qatar by a group of countries in the region could be legally defined as punitive measures. This paper concludes that the actions taken by the group of countries blockading Qatar provide an adequate basis for the activation of international mechanisms for international arbitration. Specifically, the author contends that Qatar would be justified in pursuing political and judicial redress against the group of countries concerned.

Five years prior, the Arab Center for Research and Policy Studies brought together a group of young activists whose dedication and courage gave ris eto what would become the Arab Spring. The group of activists, gathered again in Doha on January 15-16, 2016, appeared to have been completely changed by the intervening months. With the initial ecstasy of the fall of tyrants across the region now faded, the young revolutionary activists had matured ideologically and politically. It was a maturity born of suffering and setbacks, and revealed a realism towards the coming battle for freedom. One unchanging fact was their continued hope for freedom, and their belief in its possibility.

This study examines the role of identity, ideas, norms, and interests in shaping the Arab regional order across different historical periods, building on Alexander Wendt's constructivist approach. It critically evaluates both the explanatory power and inherent constraints of this approach in explaining regional dynamics within the Arab region. The study focuses on pivotal junctures linked to major events such as the Baghdad Pact (1955), the 1967 defeat, the Gulf War (1990), the Iraq invasion (2003), and the Arab Spring (2011). It demonstrates how these events reshaped regional identities through competing narratives and dominant dichotomies, where actors' legitimacy depended on their ability to impose narratives and redefine core issues. The study concludes that identity politics and normative frameworks played a central role in shaping regional policies and dynamics. Regional conflicts mainly manifested as struggles over ideational factors and positional roles rather than crude power maximization. Although constructivism offers valuable insights into how identity shapes regional interactions, its explanatory scope remains partial. As with all IR theoretical perspectives, it emphasizes certain dimensions while neglecting others.

Qatari foreign policy presents a challenge for students of international relations. Whereas major theories within the field tend to privilege structural factors in explaining the action of states, and particularly small states, in the case of Qatar, the quality of leadership and the strategies that leadership employs to navigate through the structural constraints—primarily geography—are equally important. One of the main findings of this paper is that the strategies adopted by the Qatari elite since 1995 did alleviate many of the structural constraints which the country would otherwise have faced. Moreover, during the short-lived Arab Spring of 2011-2013, Qatar tried to reshape the political landscape in the Middle East to its favor, challenging the two regional hegemons Saudi Arabia and Iran, in Egypt and Syria respectively. Yet, the paper concludes, geopolitical factors and the relative capabilities of states remain instrumental in assuring a state’s sustained capacity to continue playing a key role. This is particularly true in a region where elite thinking continues to be defined by realpolitik.

Consociationalism is a system of government recommended for ‘divided societies’. Starting with a discussion of its theoretical components and criticisms it has received, this article addresses how consociationalism has been implemented in in post - 2003 Iraq. The article asks whether the Iraqi constitution and institutions formed by it represented a successful case of consociationalism. Key consociational mechanisms such as an electoral system based on proportional representation, governments based on big multi - party coalitions and a federal and decentralized governance were adopted. However, this model was not entirely consociational as some practices that are common in the majoritarian government have also been used. In fact, divisions between majoritarian and consociational perspectives have polarized, and sometimes paralyzed, the political process. In light of this, the article discusses the sustainability of the current model and its likely future trajectories.
