The failure of the 15th of July 2016 military coup attempt in Turkey will remain an exceptional landmark in Turkey’s modern history, as well as in the political legacy of the Turkish Justice and Development Party. Declaring the state of emergency, arresting thousands of individuals, temporarily dismissing tens of thousands of governmental employees for investigation, shutting down a number of universities and Islamic endowments under the pretext of fighting the “parallel state”, besides calling for the reconstruction of the military establishment, necessitates analyzing the possible repercussions of this coup attempt on Turkish political life. Most initial readings have exhausted their explanations for failure, or stumbling, of the democratic transition process in Tunisia. Contrary to the prevailing trend in the literature on democratic transition, which has often overlooked the importance of a minimum level of civil political culture taking root, there is an urgent need to recognize its vital role in ensuring the success of any transitional process, especially in the early stages. This paper argues that the absence of a minimum level of political culture has contributed to the fragility of the transitional process in Tunisia, making democracy vulnerable to failure and to the reproduction of authoritarian patterns. Therefore, strengthening this culture becomes a necessity to ensure the sustainability of the democratic transition and avoid setbacks.
