In September 2018 it will have been thirteen years since the referendum on the reconciliation plan in Algeria. This paper considers the details and achievements of the plan by investigation of the concept and objectives of national reconciliation and the historical framework of the Algerian crisis, critiquing the plan in order to establish new horizons for reconciliation. It examines the historical context of Algeria's national reconciliation, and then the chronology of the path to national reconciliation. It then moves on to study the Algerian journey of reconciliation through a thorough reading of the draft Charter for Peace and National Reconciliation. Finally, the paper determines the extent of the advances made in establishing peace and coexistence in the Algerian homeland and also identifies some of the gaps in the reconciliation experience, and suggests ways to unlock potential achievements.

This article traces routes taken by social and political research to explain the state's role in relation to economy and society, and in explaining policies and government activities. Pluralist and structural functionalist approaches commanded the landscape of political science and sociology in the 1950s and 1960s in the United States, and before that in nineteenth century Europe, all centering around society. But a shift occurred with the "Keynesian revolution" culminating in current research that emphasizes the state as a powerful and influential actor in political and social processes, by virtue of its policies and typical relationships with social groups. The emphasis of contemporary study on the state is a theoretical reclamation of the role it played in familiar works of leading German scholars such as Max Weber and Otto Hintz. This article discusses the role and capacity of the state, as detailed through various texts.

This study explores the trajectory of state disintegration in Sudan from 1821 to 2025 , starting from a central question: does the April 2023 war constitute a revealing variable that exposes a process of structural disintegration whose foundations accumulated over time? Or is it an explanatory variable that, in itself, drives the deepening of this disintegration? Drawing on a historical sociology approach, the study analyzes the interaction of five main variables addressed in the literature on state disintegration: war, elite conflict, geostrategic intervention, erosion of legitimacy, and the pressures of globalization. The study shows that successive wars and resource depletion, along with ethnic/regional elite divisions and international competition over the Red Sea, have undermined the state’s monopoly over the legitimate means of violence, leading to a hybrid pattern of disintegration in which the center retains international recognition while power is effectively distributed among local armed networks. The study concludes that existing models of state disintegration explain important aspects of the Sudanese experience, but require further development to accommodate forms of multiple sovereignties and managed disintegration.

This study advances a new approach to theorizing the Arab state after the popular uprisings. It does this in two steps. Suspending the western European model of state formation and bringing the Arab world's experience in conversation with other parts of the Global South, it examines alternative state formation and state building sequences, trajectories, and temporalities in the making of Arab states. It thus historicizes the process of state formation and state building in the Arab world as compared to the western European one and other regions in the Global South. This first step liberates us from explicit and implicit comparisons with the European model of state formation. The second step surveys alternative theorizations of the Arab state after the uprisings. Tracing the causal assumptions embedded in these theories reveals how much they rely on the European model of state formation and state building as an implicit point of analytic departure and critical comparison. This survey unpacks the assumptions these theories make about the state, the difference between states and regimes, state and non-state actors, the private and public realms, and the formal and informal sectors. The objective of this study is to not only de-exceptionalize states in the Arab world, but, more importantly, borrowing from Gurminder Bhambra, 'unmake' our understandings of state formation and state building in the Arab world and thus contribute, following Walter Mignolo, to a knowledge production that serves a form of 'epistemic reconstitution' of alternative historical trajectories and possibilities.

​This study fits into a broad category of scholarship concerned with transitional periods in various political systems. Specifically, it examines the political transition in post-revolutionary Tunisia since 2011. It does so by comparing the legal provisions of the post-revolutionary transition - the major texts, which define the transitional stage - and the political realities, which take the shape of events, actions and political discourse. A point of particular focus is the 2011 elections to the National Constituent Assembly, which the author analyzes through the rubric of "electoral engineering". One more conclusion of the paper is that electoral engineering remains a feature of Tunisian politics, although it has gone from "authoritarian electoral engineering" to "democratic electoral engineering," reflecting changes which have taken in the country as a whole.

Revolution is coupled with the state, and thinking about the former is linked to investigating the other, whether in history or political theory. Therefore, the Arab revolutions, as they were overthrowing the authoritarian regimes, had to evoke ideas about the state. This evocation would necessarily lead to an interrogation of the reality of the “nation state” and its future. The problematic dealt with directly in this paper, therefore, is whether the nation state was a subject for the revolution or a framework for it? On this analytical horizon a great many ironies and questions become apparent: is the revolution a sign of the decline of the national state and a decisive closure to a whole period when the state declared the impossibility of modernization and democracy? Or is it a late consolidation of the legitimacy of the nation state as the institutional expression of a national group, with the event of the revolution forming the pinnacle of its coalescence as a political nation? Does the idea of the nation state require burying once and for all, or does it need reconstruction? Was the Arab Spring a revolt against nationalism(s) or was it their maturation and the culmination of their consolidation?

This book explores the question of the state, delving into philosophical concepts, political perspectives, and theories of political sociology. It employs interdisciplinary tools and diverse methodologies, offering a comprehensive analysis.

Despite the state attracting considerable attention as a topic of study from Arab thinkers and intellectuals since the 19th century, the study of individual-level orientations toward the state using survey data has remained relatively marginal, both in English and in Arabic scholarship. Indeed, we still do not know much about Arab citizens' positions toward many of the debates that have long been present in Arab intellectual circles regarding the ontological nature of the so-called "Arab state" and the preferable ideological form it should take. This study seeks to fill this gap by focusing on the post-2011 period. It analyses how Arab citizens understand the state, the extent to which they distinguish it from the ruling regime, their orientations toward the ideological debate around the unified Arab state versus the nation-state, as well as around the religious Islamist state versus the civil state. It also examines the individual-level determinants of these orientations.

Civil society rests on the principle of economic independence from politics, deemed to be a long-standing precondition to limiting the despotism of a political authority and its ability to wreak havoc on society. The paper poses the question of why civil society has thus far failed to materialize in Algeria, despite the existence of political pluralism in the country dating to the 1989 Constitution. The author contends that the persistence of rentierism in the Algerian economy has enabled the country’s government to prevent the rise of a genuine civil society in Algeria, despite the de jure acceptance of political pluralism in the country. The government has been able to use the levers of a rentier economy to subdue the political elites and dominate society, effectively controlling the political fallout of economic liberalization. The paper goes on to survey the political economic context, which led to the failure of a democratic transition in Algeria, by exploring how private capital was unable to echo the catalyzing role played by the European bourgeoisie in the democratization and political modernization of their continent.

Academic studies on Somalia lack focus on analyzing the gaps and problems facing the state-building project. Drawing on an in-depth literature review of post-war and conflict state-building frameworks and models, this study highlights the structural gaps that continue to hinder Somalia's state-building project by seeking to identify and describe them, in addition to discussing their root causes and impacts on the future of the state-building project. The study concludes that these gaps can be summarized into three categories: 1 -Political: As a result of the problematic aspects of both the tribal quota system 4. 5 and the federal system, 2 -Social: represented in the weakened role of civil society in the process of state-building, and 3 -Economic: driven by the controversial business interests of influential businessmen, and the impact of foreign assistance on economic recovery. Thus, the success of the state-building project in Somalia depends on all relevant actors' abilities to deal with these structural gaps.
