Sudanese President Omar al-Bashir’s call for national dialogue marks a critical turning point in the nation’s recent politics. This paper presents the conditions that led to Bashir’s call for the first time after his nearly 25-year rule, and describes the serious and genuine nature of this call, as well as the positions of the opposing parties. It then goes on to explain some of the challenges that might hinder the success of Bashir’s call for dialogue, in particular the extent of concessions that president Bashir and his ruling party will have to make in order for the dialogue to be successful. It further examines the extent of the flexibility that the civil and armed oppositions should maintain if this last opportunity is not to be missed to save the country from falling into a state of turmoil. This internal Sudanese situation is read within the context of the regional and international conflicts that impact the call for dialogue. Finally, the paper sets out the possible negative and positive impacts of the international situation regarding the possibility of Sudan’s recovery from its current deteriorating situation.

Looking at the results of the mid-April 2015 presidential and parliamentary elections in Sudan, the paper reviews the changes that have occurred amid the last presidential cycle under al-Bashir (2010-2015). The election results are analyzed against a background of the South's succession when Sudan lost two-thirds of its oil revenues and entered a severe economic crisis, and a period when war erupted in the South Kordofan and the Blue Nile states, and unrest continued in the Darfur states. This will also be put into the context of a collapse of Islamist powers in Sudan, the decline of the role of the Islamic movement in the political process, President Bashir's exclusion of Islamist leaders who defected form Sheikh Hassan al-Turabi, the rise of generals to power, and their control of the leadership of the Islamic movement itself. Further, the implications of the broad boycott of the elections, the loss of trust in the national electoral commission, and the implication of the growing number of independent candidates are taken into account. Finally, the paper examines Sudan's disengagement with Iran its attempt to return to the Arab fold as a last attempt to buy additional years for the ruling regime.

This paper focuses first on the rising role of the army in Egyptian political life after the January 25 Revolution. Starting with its break away from former president Hosni Mubarak, to its assumption of power in taking on the task of managing the transitional period by overseeing the constitutional referendum as well as parliamentary and presidential elections, the paper traces critical moments and shifts in the relationship between the army, the people, and politics. The paper also documents the decline in the role of the army after Mohamed Morsi came to power, and after what is termed a “paradigm shift” represented by ousting Field Marshal Mohamed Hussein Tantawi, Lieutenant General Sami Anan, and other members of the military council from the political scene. The paper then surveys within a theoretical framework the relationship of armies to democracy, offering examples of military interference in political life and comparing these with what happened in Egypt. Finally, the paper turns to Abdel Fattah al-Sisi’s ultimatum, his request for authority and the subsequent fallout that put both sides of the crisis in Egypt on the brink of the abyss.

The environment within which the new Egyptian president and his supporters are operating is facing a series of crises and challenges emerging on both domestic and foreign levels.

One of the most important gains of Tunisia’s revolution has been that elections are no longer subject to interior ministry supervision. A look at these elections reveals a process managed by a permanent constitutional body, the Independent High Authority for Elections, which in itself marks a revolutionary success. These events are read within the context of the assassination of Constituent Assembly member Mohamed Brahmi, which caused many to worry that the democratic path would be hindered, as in other Arab Spring countries. More than the elections mechanism, this paper argues that success can also be attributed to the Troika alliance, especially the Ennahda party. It shows how the neutrality of the military institution and the great role played by the country’s General Labor Union in bridging the gap between Tunisian opponents through national dialogue, have largely contributed in the success of the elections.
