Book Title: The Revenge of Geography [English]

The post-Cold War environment has produced a world distribution structure different from that of the system prevailing in the 1945-1991 period. Geographical regions of pivotal value have emerged as important arenas of competition among the great powers, each drawing strength from the prominent features of location and resources. Referencing these same features, this study examines the geopolitical importance of Arab and Islamic countries within the international system. It posits a set of factors to inform an understanding of the international system's evolving nature: energy, the distribution of power and hegemonies in the geopolitical spaces of Europe and Asia.

Mercantilism presents itself as an explicit model of economic nationalism. Since its early application to the new protectionism, economic nationalism has theorized that economic activities must be subject to the maximization of the power of the state. This article aims to explain economic nationalism and track the evolution of its application, primarily to analyse its viability as a theory in the midst of economic globalization which threatens to bring about the de facto end of the state's interventionist economic system in a borderless world. As the article refutes the premise that globalization and nationalism are two sides of the same coin, national economies continue to be driven by disguised new forms of economic nationalism.

Qatari foreign policy presents a challenge for students of international relations. Whereas major theories within the field tend to privilege structural factors in explaining the action of states, and particularly small states, in the case of Qatar, the quality of leadership and the strategies that leadership employs to navigate through the structural constraints—primarily geography—are equally important. One of the main findings of this paper is that the strategies adopted by the Qatari elite since 1995 did alleviate many of the structural constraints which the country would otherwise have faced. Moreover, during the short-lived Arab Spring of 2011-2013, Qatar tried to reshape the political landscape in the Middle East to its favor, challenging the two regional hegemons Saudi Arabia and Iran, in Egypt and Syria respectively. Yet, the paper concludes, geopolitical factors and the relative capabilities of states remain instrumental in assuring a state’s sustained capacity to continue playing a key role. This is particularly true in a region where elite thinking continues to be defined by realpolitik.

Following the transformations in the Levant’s regional system since the beginning of World War II to the rise of the Islamic State group in Iraq and Syria, this paper examines the new context of the region with regard to Washington’s resumption of direct military intervention. It finds that the Levant – as a soft area easily subject to geopolitical influences – has always been subject to changes based on shifts in world order, from the Cold War, followed by unipolarity, to the relative decline of US power. Thus, while the main actors of the Levant’s regional system were Arabs during the Cold War, the region has become a battleground for non-Arab parties – namely Turkey and Iran – following the invasion or Iraq and the eruption of the Arab Spring revolutions.
