In September 2018 it will have been thirteen years since the referendum on the reconciliation plan in Algeria. This paper considers the details and achievements of the plan by investigation of the concept and objectives of national reconciliation and the historical framework of the Algerian crisis, critiquing the plan in order to establish new horizons for reconciliation. It examines the historical context of Algeria's national reconciliation, and then the chronology of the path to national reconciliation. It then moves on to study the Algerian journey of reconciliation through a thorough reading of the draft Charter for Peace and National Reconciliation. Finally, the paper determines the extent of the advances made in establishing peace and coexistence in the Algerian homeland and also identifies some of the gaps in the reconciliation experience, and suggests ways to unlock potential achievements.

This study deals with transnational Shiism and the dynamics of relations between the Shiʿi religious establishment and the post-colonial state in Iraq. It sheds light on two aspects of transnational Shiism. First, the evolution and internal dynamics of religious authority, especially in terms of adapting its transnational domain to the Iraqi national context. The study argues that the relationship between Shiʿi religious establishment and the state was often characterized by tension, as the state sought to consolidate its power within its borders. Yet, after 2003, the nature of relations between the two has significantly changed, leading to new configurations of authority. Second, the increasing polarization between activist transnational Shiism, which is today led by the Iranian state, and Iraq-centric Shiism became a key factor in shaping power relations in post-2003 Iraq.

This study explores the relationship and reciprocal influence between the political authority in Iran, led by the Supreme Leader, Ali Khamenei, and the religious authority in Najaf, led by the Grand Ayatollah and marja', Ali al-Sistani. Rather than focusing exclusively on jurisprudential/ideological doctrines, the paper approaches the subject from a perspective that emphasizes the interactive relationship between the structure and the agency. It suggests that the emergence of the Islamic regime in Iran, based on the principle of Willayat Al-Faqih, had a significant impact on reshaping power relations in the Shi'i theological space and the response of Shi'i religious actors. At the same time, the practices adopted by al-Sistani in Iraq after 2003 , the context he was responding to, and the emergence of the Marji ʿ yya as an extraconstitutional actor, allowed for the formation of an alternative transitional model, which I term a "neo-traditional authority". The study argues for an alternative to two theses: first, the potential decline of the traditional Marji ʿ yya due to the dominance of the Willayat Al-Faqih in Iran, put forward in particular by Mehdi Khalaji, and second, the superiority and continuity of the traditional Marji ʿ yya due to its depoliticization, contended by Linda Wallbridge. The paper also maintains that there is an interpretive framework that meets the two theses in the middle, represented by the rise of the neo-traditional Marji ʿ yya and the possibility it will emerge as an alternative model in the future.

The study concerns the armed Shiism in Iraq and its most prominent embodiment, the Mahdi Army (MA). It deals with the relationship between the MA and the Sadrist movement, as a case og the relationship between political organizations and their armed wings. It explores the specificity of this relationship, whereby the MA arose within the Najaf Shiite's Hawza . Hence, the MA was not a typical armed wing, but was more like a general beacon of mobilization for the Shiite community in Iraq. MA was the first organizational step for the movement as much as its presence as the armed wing remained an essential pillar, controlling and determining the development of the movement. The study argues that the debate over the extent of armed action led to a struggle over the identity of the movement, between two wings: remaining an armed organization, or turning to political action. Therefore, the leadership's efforts to control MA were intersects with the political struggle between its wings.

This study examines the management of ethnic and social diversity in the military by comparing the United States of America, a reference case, and Saudi Arabia, which is still in an early stage of institutionalization. It uses a military-sociological approach, which posits that the military reflects the socio-cultural structure of society. It focuses on four key societal indicators: ethnicity, gender, sectarian affiliation, and tribal identity. It argues that the effectiveness of diversity management depends on integrating both normative (legislation and policies) and practical (implementation) levels, while accounting for the societal specificity of each case. The US experience shows that the presence of both normative and practical frameworks does not necessarily yield an ideal type, due to persistent representation challenges, particularly at senior military ranks. In contrast, the Saudi case is characterized by the absence of a clear normative framework and the novelty of the experience, despite emerging indicators of openness, especially after 2017. The study concludes that managing diversity is not merely a social demand, but also a prerequisite for strengthening military effectiveness and institutional cohesion.
