The paper studies the Iraqi-Syrian-Turkish conflict over the Tigris and Euphrates rivers, from a geopolitical perspective. It argues that this conflict has historical and political roots, not solely tied to the natural availability of water in the Tigris and Euphrates, but rather connected to the policies of different parties in managing water resources. The paper includes three essential elements. The first examines the geographical and hydrological characteristics of the Tigris and Euphrates. The second explores the political and academic discourse in the 1990 s regarding the "water war" theory. The third and final element analysed the characteristics of the new conditions that have distinguished the three countries since the beginning of this century, imposing on Syria and Iraq the need to devise a new vision for managing their available water resources. The research concludes with the inevitability of negotiation for the joint management of the Tigris and Euphrates water resources as it is not in Turkey's interest to ignore the interests of downstream countries. Moreover, Syria and Iraq cannot achieve any results without negotiation and water diplomacy.

The shared nature of transboundary water resources often raises tensions regarding their allocation and use, potentially leading to strained relations and cooperation among nations. With 153 countries involved in these cross-border resources, the sustainable and collaborative management of rivers, lakes, and groundwater layers becomes critically important. This necessitates a coordinated water diplomacy approach to avoid the escalation of conflicts. While interpretations of water diplomacy may vary, it is crucial to emphasize its significance in achieving broader goals beyond water management.

This paper offers insights into the Crisis of Liberal International Order by combining Ibn Khaldun's theory of change with scholarship on liberalism and race. We argue that the crisis emerges from the incongruence of two features of liberal order: a binding feature (or 'assabiyya) of white supremacy and liberalism's principles of equality. The crisis is an outcome of a normative political order that can no longer balance a material and discursive reality of racialised hierarchy with ideals of equality. The crisis cannot be reduced to bad leadership or a technical failure to enact liberal values. Instead, attempts to think beyond the crisis must acknowledge the incongruence between white supremacy and liberal equality. Through this diagnosis, we gesture towards the constructive use of "non-Western" theory in the discipline of International Relations.
