In an effort to understand the characteristics of "virtual communities" and specifically "information societies," this study attempts to test the argument that virtual communities, with their networked structure, pose a challenge (or represent an alternative) to traditional hierarchical structures, due to the former's ability to self-organize, and settle their internal disputes without the need for authoritative intervention. The study uses the case study approach, applied to 3 Wikipedia's edit wars. The chosen cases are related to a number of Middle East informational crises. The study concludes that mechanisms of virtual societies (e.g. self-organization) can work efficiently in cases of limited disputes, but in cases of sharp disagreements, traditional (hierarchical) mechanisms that include authoritative intervention and exercising some form of power, in a "top-down" approach, remain essential for conflict resolution. This implies that the factor of "authority" remains significant even in the context of virtual communities.

This is the second section of a study examining the application of good governance in Egypt and Tunisia. The first section, published in issue 42 of the Siyasat Arabiya journal, provided an in-depth theoretical framework for assessing the dynamics of administering governmental affairs, establishing the prerequisites of effective governance, and combatting corruption. This second section argues that administrative corruption is an important obstacle to the quality of public services provided by central government in Egypt and Tunisia, despite various laws and codes calling for tackling corruption and corrupt individuals. This study recommends governmental decentralization; gradually permitting legislative bodies to review the work mechanisms of public administration; adopting organizational philosophies that can serve to improve the process of providing public services; and finally, activating e-government and information and communications technology to achieve more effective public administration operations and services provision and thereby contribute to expanding economic growth.

Since the outbreak of the Arab uprisings in 2010-2011, the teaching of public administration has been constantly evolving. Cases from Morocco, Qatar, and other countries in the Arab region have demonstrated the need for more robust cultural competency approaches on all major disciplines in public administration at the master's degree level. The Network of Schools of Public Policy, Affairs, and Administration (NASPAA) and the American Society of Public Administration (ASPA) have also intensified their focus is on preparing students and faculty for culturally diverse workplaces and establishing departments for effective public administration in the Arab region. Through applying qualitative analysis of documents and content in presenting relevant research published in the English language in the past two decades, this study examines the impact of the value added by the inclusion of cultural competency skills in public administration programs in the MENA region on good governance. It also suggests possible avenues for future US-Middle East partnerships to address training and educational gaps.

Scholarship explains impediments to democratic transition in Middle Eastern countries as forms of neopatrimonialism - a combination of patrimonial tradition and cosmetic electoral procedures. However, this approach conflates two spheres of governance: firstly, the government as a sphere of appointed or elected politicians, secondly, the state's bureaucracy as a sphere of administrative staff necessary for the government to execute its planned actions. The impediments Hamas governments (2006-2007) faced highlight the difference between the two spheres. Accordingly, I conceptually differentiate between two types of government: government in office and government in power. While the Hamas government was supposed to rule, the administrative personnel refused to comply. Thus, the elected government in office faced local-institutional and external constraints which prevented its functioning, and provoked power struggles that led to internecine war and the collapse of the electoral democracy.

Since the mid-1990s Morocco has traversed several stages of political and constitutional reforms. These were characterized by a restructuring of the political field in keeping with constitutional methodology and political consensus and were the precondition for the process of rapprochement between political actors. However, if this rapprochement or political openness transformed the electoral process into something diminished in practical terms, it in turn intensified the expansion of the protest arena, the accumulation of skills and experience among protesters, the development of more independent coordination capabilities, and the weakening of the regime's polarizing tendencies. This development imposes upon the political class a renewal of its discourse and means and modalities of communication, in the short and medium terms, to prevent continued erosion of its credibility.
