​A one-day academic symposium hosted by the Arab Center for Research and Policy Studies will bring together experts from Russia, the Arab world and the region to examine Moscow’s latest military intervention in Syria, on Saturday, October 24, 2015. While Russia’s decision to intervene directly in the conflict in Syria comes as the culmination of more than four years of diplomatic and military support for the Assad regime, the move by the Kremlin to deploy its military forces has come as a surprise to many observers, becoming a turning point not only in the militarized revolution within Syria, but also in the broader Middle East and indeed in a larger global arena. To better study the circumstances which gave rise to the Russian maneuver and the outcomes likely to result from it, the Arab Center for Research and Policy Studies will convene “Russian Military Intervention in Syria: Motives, Objectives and Repercussions”. In the highly volatile climate which the Middle East is presently witnessing, selected participants at the meeting will be asked to examine the fallout of Russia’s actions on the future stability of the region.

Ukraine occupies a highly sensitive position between Russia and the Nato-member states because it is currently the main buffer state between them and also occupies more than half the extent of the eastern gateway to Europe, via which threats to Europe have passed throughout history. The continuation of European and Nato actions to incorporate and form partnerships with other states aims to curtail Russian influence in this region and reinforce control over it. Russia, deeply disturbed at the encroachment of Western influence to its wider immediate neighborhood, cannot abandon Ukraine to become part of the West's security and economic order. For, in addition to Russian nationalist feeling for Ukraine, it is part of its "special interest zone" and the final strategic stronghold buffering it from the West and its allies. The global tensions caused by the Ukraine crisis and the threat it poses to relations between two major global actors call for a discussion over the wider context to Ukraine's place in Western and Russian strategic thinking.

The major turning points of the Syrian revolution, beginning with the earliest public demonstrations on March 15, 2011, are here examined. The author revisits speeches made by President Bashar Al Assad in the early days of the uprising, in which he was quoted as discounting the likelihood of a revolution affecting Syria the way it did other Arab countries on the grounds that his government’s policies were in line with public sentiment. The paper then revisits the regime’s excessively violent repression of the first peaceful protests, which led to the militarization of the revolution. The author holds the international community, including the Arab League and the United Nations culpable for ensuing large scale slaughter of Syrian civilians, standing idly by even as it became apparent that Assad was mercilessly killing his own people. Meanwhile, Syria has become the site for a number of world and regional powers—including the United States, the United Kingdom, France Turkey, Saudi Arabia, Qatar, China, Iran and Russia—to advance their fundamentally incompatible policies. As a consequence of these competing foreign interventions, the author contends that the return of normalcy in Syria will be impossible for the foreseeable future.

Brazil is considered a rising power in the world order of the post-Cold War era, and some see it as an emerging middle power. Several motives and caveats drive Brazil’s stance vis-à-vis the Arab Spring revolutions. Brazil decided not to get involved in the affairs of the Arab world and carefully observed the internal developments in Arab countries and the role of some intervening foreign powers. It also reiterated that the West’s military intervention in the affairs of Arab countries is selective and causes more harm than good. Brazil’s reactions varied, as did its stances and ways of addressing the Arab revolutions. The paper explores and analyzes the conflicting Brazilian reactions and assesses the factors behind the different views. It also mentions some expected outcomes of the Brazilian stance and the possible repercussions on Brazil’s international role and economic interests in the Arab region.

​​​This study examines virtual public reactions on X regarding BRICS expansion to include three Arab countries: Egypt, Saudi Arabia, and the United Arab Emirates. It uses a deep learning approach for sentiment analysis to understand reactions expressed by individuals in the 22 Arab League countries. The study aims to understand public opinion towards this expansion and assess how it was received at the bottom-internal level. Given the difficulty of measuring public opinion in non-democratic contexts, the study tracks public reaction to the expansion on X. Tweets from August 24, 2023, to January 7, 2024, are analyzed. The methodology involves collecting a large dataset of tweets, cleansing and tokenizing the data, and attributing sentiment scores using specialized Arabic text-processing tools. The results are presented through data visualization and machine learning models, ensuring a comprehensive analysis while addressing ethical considerations. The findings indicate that public sentiment is predominantly neutral (38.91%), compared to positive (31.72%) and negative (30.09%). This highlight concerns about education, political disengagement, and the technical limitations of applying a data science approach to political science research. It also suggests the inherent challenges of using this method to reflect internalization or engagement in the way surveys and referenda can.​

The Shanghai Cooperation Organization (SCO) is taken here as a nucleus for new policies and powerful alliances that seek to establish a new world order; an order where the organization acts as a main pillar of the international power balance. The SCO has transformed from a regional organization with a specific goal into an international one by shaping new positions distinct from those of the United States. This was demonstrated through the SCO’s position on Iran’s nuclear program, the Korean issue, the Syrian crisis, and security issues in central Asia. Since this new international organization includes two permanent members of the Security Council (Russia and China), as well as nuclear powers, such as India and Pakistan, as observers, a serious look at its program seems essential for projecting the outcome of recent shifts in world politics. This paper thus attempts to answer two central questions: How far can the SCO consolidate multipolarity in international relations away from US hegemony? How will this affect the international power balance?

Israel is following the strategic changes in the region arising from the Arab revolutions with great anxiety. It is aware that its chances to control the process of change underway, and all the changes arising from it, are limited. Despite this, it is trying its utmost to minimize the negative effects of these changes on its standing in the region. This article deals with Israeli positions towards these geostrategic changes, foremost among them the fall of a number of dictatorial regimes, some of which Israel relied upon to guarantee its security. The establishment of democratic regimes in a number of Arab states threatens to disrupt the balance that was tipped in favor of Israel's security. Examined in this study is the decline of American influence in the Arab region, the prospect of change in Israeli-American relations, as well as the possibility of Israel losing its monopoly over non-conventional weapons because of the Arab Spring. To conclude, a review of the Israeli position on the revolution in Syria is also offered.
