Milestones in Democratic Transition in the Arab World 1/11/2019 - 31/12/2019.

This study deals with the war of aggression launched by Israel against the Gaza Strip at dawn on July 8, 2014. The war lasted for 50 days, during which the Israeli army committed a series of war crimes and crimes against humanity against Palestinian civilians, killing around 2,150 people and injuring 10,870. Thousands of homes were destroyed and around 400,000 Palestinians were made homeless. The paper gives an overview of the background to the assault, its stated and unstated goals, and the means adopted by Israel to achieve these goals, which basically meant the commission of successive massacres against Palestinian civilians. The paper considers the decision making process in the cabinet committee for security affairs (the Israeli security cabinet) and the debates and disagreements that occurred concerning the war aims and the means to achieve them. It also casts light on Israel’s fears concerning the formation of an international commission of inquiry, and on the economic losses to Israel caused by the war. Finally, it looks at the effect of the war for the future of Benjamin Netanyahu on the Israeli political party map.

Milestones in Democratic Transition in the Arab World

Globalization and extremism or radicalism are two important phenomena attracting unprecedented attention. They conquer an ever expanding space in traditional and modern media outlets today. Moreover, they have become major topics of research, academic studies, scholarly conferences and seminars, and specialized reports in think tank and policy-making circles. This fact raises important questions. Is there any relationship between globalization and radicalism in the world today? And if so, as this paper contends; what is its nature? What are the mechanisms behind it? And how does it manifest itself? These are major questions the paper attempts to answer. But before engaging in that, we need to consider the concepts themselves. What is Globalization and how it has come to be? What is Extremism, and what are its sources and consequences? What is radicalism, and how it relates to extremism? In what fields these two phenomena can be best observed.

This study discusses the possibility of bridging the gap between IR (International Relation) and Foreign Policy Analysis when studying the interaction between memory and apology in foreign policy. By dealing with apology as an expressive practice, not just as a tact between statesmen, this study argues that apology is an act used by states to express their attitudes toward their past memories. It presumes that examining the interaction on the theoretical level between concepts such as narrative identity, ontological security, and discursive representations would bridge the gap between the two fields through two versions of social constructivism. Those two versions are then used to understand the motives behind Germany's apology to Israel, and Turkey's resistance to apologize to Armenia despite international pressure to do so. The study concludes that "critical constructivism" approach by Nizar Messari can explain the German case. It considers the role of foreign policy as a tool in reconstructing national identity through transforming representation of the Jewish/Israeli "other" from a "different other", who is an enemy of the self, to a "similar other", who is a part of its moral responsibility. As for Turkey, it concludes that Ted Hopf's "practical/societal constructivism" suggests that the reasons behind Turkey's unwillingness to apologize to Armenia is due to an ontological need best understood as "a need to preserve the routine of its narrative identity, and the need to preserve it heroic memories".

This presentation reviews the development of public administration research in the Arab world and its relationship to public policies, with a focus on research that relied on studying the development of the field in the US experience. It suggests that the political, economic and social environment, as well as values remain essential determinants of academic and practical work in public administration, and that the pursuit of global frameworks and models remains subject to an understanding of environmental factors. The same applies to the field of public policy. Siyasat Arabiya thus devoted this special issue to shed light on the field of public administration and public policies in the Arab world. It presented comparative perspectives of the status of public administration research and public policies, with a view to asking questions, inviting researchers and those interested in public administration in the Arab region to consider issues and research methodologies in matters of public affairs, and calling for the development of a research and teaching agenda that engages with points of intellectual and methodological discord that characterize the field in the West.
