The war in Syria caused large numbers of people to flee the country, a large proportion of which entered Jordan as refugees. This has depleted the resources of the Jordanian government, and significantly impacted upon Jordanian society in all respects. This paper analyses the impact of the influx of refugees into Jordan and highlights the humanitarian, economic and social challenges and opportunities their arrival presented to Jordanian society. The paper suggests that refugees can be an important addition to host countries, making a positive contribution to the economy and development.

Despite the dire situation in Syria, the International Organization for Migration states that about one in ten Syrian refugees is returning home. The United Nations High Commissioner for Refugees predicts that hundreds of thousands of refugees may soon voluntarily return to their devastated homeland. The fear is that this will happen without any prior planning, especially since the Syrian crisis may be relatively unique in terms of its size and the difficulty of predicting its trajectories. Accordingly, the purpose of this study is to identify the lessons learned from the experiences of refugee return, whether voluntary or forced, which illustrate the most important factors for ensuring the sustainable return of Syrian refugees. The study is based on an extensive literature review, consultations and interviews with experts and stakeholders, supported by the researchers' accumulated experience in the field of post-war reconstruction and refugee studies. The study does not aim to analyze the current political or military situation in Syria, or to evaluate any ongoing or planned political talks, nor does it evaluate any proposed political solution.

This paper adopts the assumption that the series of foreign interventions which served to transform the Syrian crisis from a domestic revolution into a regionalized, and later globalized, conflict were not the result of factors intrinsic to the revolution itself, but rather the consequences of dramatic changes sweeping across the entire Middle East following the 2003 US invasion of Iraq. The fallout from 2003 included the collapse of the former tripartite of Arab regional powers: Egypt, Syria and Saudi Arabia. For the first time, the non-Arab regional powers of Turkey and Iran came to be directly involved in intra-Arab affairs. The latter effectively had an overland border tying it to Syria's Mediterranean coast once the US withdrew the bulk of its military forces from Iraq in 2011. While the Syrian regime had worked to strengthen its ties to both Ankara and Tehran in the wake of its losses following the 2003 invasion of Iraq, Syria would fall victim to regional power politics between its two regional neighbors. Once the Syrian revolution was militarized, in response to the Damascus regime's iron-fisted approach to peaceful popular protests, Turkish-Iranian rivalry over the future of Syria quickly became bloody. In an attempt to limit the extent of influence not only by Turkey but also its ally Iran, the Syrian regime resorted to seeking out additional foreign support, latterly from Russia.

This paper investigates the factors that have led to the collapse of Baath-ruled Syria. It argues that the abandonment of the rentier – distributive economic system that had traditionally propped up the social base of the Baath party (labourers, farmers, and rural populations) and the adoption of liberal economic policies was key to the crisis. The end of the Cold War, the passing of resistance discourse, with the start of the Middle East peace process, and the information revolution have contributed to weakening the cultural and ideological hegemony of the Syrian Baath-ruled state. This led to increasing reliance on the security apparatus to control an increasingly young and educated society. The loosening economic grip of the state resulting from the abandonment of the public sector, and the rise of crony capitalism accompanied by the declining role of political socialisation (in schools and universities), and the loss of control over the flow of information, left the regime with no other option but resorting to violence to deal with the crisis. The peaceful opposition movement hitherto was transformed into an armed revolution, and then into a regional and international proxy war, with the rising role foreign interference in the crisis.

The major turning points of the Syrian revolution, beginning with the earliest public demonstrations on March 15, 2011, are here examined. The author revisits speeches made by President Bashar Al Assad in the early days of the uprising, in which he was quoted as discounting the likelihood of a revolution affecting Syria the way it did other Arab countries on the grounds that his government’s policies were in line with public sentiment. The paper then revisits the regime’s excessively violent repression of the first peaceful protests, which led to the militarization of the revolution. The author holds the international community, including the Arab League and the United Nations culpable for ensuing large scale slaughter of Syrian civilians, standing idly by even as it became apparent that Assad was mercilessly killing his own people. Meanwhile, Syria has become the site for a number of world and regional powers—including the United States, the United Kingdom, France Turkey, Saudi Arabia, Qatar, China, Iran and Russia—to advance their fundamentally incompatible policies. As a consequence of these competing foreign interventions, the author contends that the return of normalcy in Syria will be impossible for the foreseeable future.

This paper presents an overview of trends in public opinion in four Arab countries—Jordan, Iraq, Lebanon and Palestine (covering the West Bank and the Gaza Strip) towards events in the Syrian crisis. The data presented in this paper draws on opinion polls, comprising of face-to-face interviews with representative samples within each of the countries named above, and conducted as part of the 2012 Arab Opinion Index. The results of the survey demonstrate that there is no sharp divide in public attitudes towards the Syrian crisis, with firm majorities across all countries believing that an ideal solution to the Syrian crisis lies in the overthrow of the current regime. Only 8% of respondents held the view that the best solution to the crisis in Syria would lie in the total vanquishing of the opposition.

The splitting, renaming and merging of factions can lead to the start of new rivalries, or in some cases, end existing ones. A new faction may inherit the original faction's previous rivalries with other groups, and if a faction name change results in a total restructure, it may signal the end of the rivalry. However, this was not the case when Jabhat al-Nusra renamed itself Jabhat Fatah al-Sham, and later Tahrir al-Sham. It was considered a 'cosmetic' and superficial change because it did not develop a new structure. This article will shed light on exclusionary politics and the political ramifications of sectarianism caused by certain jihadist movements, such as Jabhat al-Nusra (presently known as Tahrir al-Sham), enabling us to analyse its practices, especially towards minorities, and sectarian ideologies present in Idlib, and which ultimately led to the expulsion of many who fled outside the governorate. The article also calls attention to the roles of regional and international powers in Idlib against the backdrop of opposition factions, and their physical and ideological influence on Islamist forces that frequently facilitated displacement within and outside the city.

Increasing numbers of Syrians have sought refuge in Europe in previous months. The United Nations estimates that by the end of 2015, the number of Syrian refugees to have arrived in Europe will have reached 850,000. Factors contributing to the accelerating pace of Syrians seeking refuge in Europe include the militarization of the Syrian revolution and the regime’s collective punishment of communities living outside of its control. The Assad regime’s indiscriminate shelling of the of civilians living in zones under opposition control and the opposition’s inability to administer those zones have exacerbated these processes.
