Siyasat Arabiya is a bi-monthly peer reviewed academic journal published by the Arab Center for Research and Policy Studies and the Doha Institute for Graduate Studies (ISSN 2307-1583/E-ISSN 2789-326X) dedicated to political science, international relations, and strategic affairs.
External influence has played a central role in the Yemeni conflict. Powers seeking to extend power and establish dominance have manipulated Yemen’s diversity as a way to gain influence. Other powers seem to be using Yemen as a way to step into regional power vacuums. At the same time, diplomatic activity has been used as a way to maintain interests and sustain polar uniqueness. Each of these areas of influence are key to understanding the current conflict and for determining a path ahead. This paper examines these avenues and specifically looks at key developments leading up to the current conflict. These include the six wars waged by Ali Abdullah Saleh against the Houthis, the political game shifts in Yemen, the weakening of the state and other factors that led to the take-over Yemen’s capital city of Sanaa.

Transnational Activism and the Evolution of Human Rights in Post-2013 Coup Egypt

The paper focuses on transnational human rights activism and its efforts to influence the human rights landscape in Egypt. It argues that the global human rights system has provided a space for resisting authoritarianism in Egypt and that its significance has grown amid the widespread restrictions on civil and political rights, as well as the forced or voluntary relocation of many human rights activists and political actors into exile. The paper further reveals that the extent of the Egyptian government’s response to pressures from transnational networks is shaped by domestic, regional, and international conditions and factors—including the impact of counter- discourses and strategies that enable authoritarian regimes to contain and weaken the effects of transnational networks. The paper draws on a diverse set of primary and secondary sources, including publications from international and local human rights organizations, government statements, and media reports, in addition to semi- structured interviews with a group of Egyptian human rights defenders.

Iranian Foreign and Security Policies and the Twelve-Day War: Realism, Idealism, or Domestic Politics?

Despite the sharp and often uncompromising rhetoric that accompanies it, Iran's foreign policy is deeply pragmatic and is guided by practical, strategic considerations and objectives. Especially after the end of the war with Iraq in 1989 , successive administrations in Tehran have pursued foreign policies that have been largely nonideological, guided more by the logic of national interests as dictated by evolving circumstances rather than by the principles of the 1978 - 79 revolution. Constitutionally, while the Supreme Leader is technically in overall charge of the country's international relations, Ayatollah Khamenei's guiding principles for conducting foreign policy – dignity, wisdom, and expediency – are broad enough to include a wide range of potential policy options. With the Islamic Republic seemingly embroiled in one regional and international crisis after another, pragmatism has become its default backup policy. A legacy of the war with Iraq from 1980 to 1988 , this hard realism is only likely to be reinforced as the lingering consequences of the Twelve-Day War shape Iranian foreign and security policies in the years to come.
